Based on the novel The Incredible Tide written by Alexander Key, the story is a post apocalyptic tale starting in July 2008, during a time when mankind is faced with the threat of extinction. A devastating war fought between two major nations with ultra-magnetic weapons, far greater than anything seen earlier, brings about total chaos and destruction throughout the world. The weapons used in the war were so powerful that their use resulted in several earthquakes and tidal waves. Earth's crust being rocked by massive movements, the spin axis of the planet shifted, tearing the five continents completely apart. Most of the continental remnants are now tiny islands with the rest of the landmasses sinking deep below the sea.
An attempt by a group of people to flee to outer space at the start of the war, but at least one of their spaceships crash landed on a small island. The crew members of the spaceship settle on this tiny patch of land, as if they were seeds sown on not quite fertile soil.
Amidst these survivors, a boy named Conan is born on October 2010, bringing a new ray of hope to the earth. After several years during which Konan grows near to adulthood, most of the other survivors die, leaving only Conan and his grandfather on the island. One day, a young girl Washes up on the beach. Her name turns out to be Lana, and the adventure begins.
Among the different islands left in the world are: Industria, High Harbor, Remnant, and several other unnamed islands one of which is a plastic mine. The plastic is recycled by the people living on Industria into nearly everything they need, from fuel to bread. A large amphibious airplane from Indusria lands near Remnant Island seeking Lana. Two of its crew seize Lana by force of arms, and Conan sets out to recover her, thus starting the adventure of a lifetime.

This is a post a post apocalypse story where civilization has had a major setback caused by war. Most of it is in the dieselpunk genre, but there are parts of the world where even steam is not used. People live much like original humans did--as hunter-gathers. The first ship we see in this story is a WWII era submarine with square-rigged sails, named Barricuda.' The amphibious airplane, Miyazaki always lets his imagination run wild with aircraft, is a pusher type, high winged monoplane that is very nearly a blended body-wing. There is even a fission reactor on Industria, but the main source of power appears to have been from power satellites in high orbit around Earth. The fission plant is just a back up to the main system that relied on the satellites converting sunlight to microwave radiation and beaming it down to Industria. This means that Industria is with a few degrees north or south of the equator.
We rely heavily on steam even today. Nuclear submarines, for instance, are actually steamships, but the rely on heat from fission to generate the steam that drives their turbines. Without steam we would not have any industry at all, but in the universe this story is set in, it is used much as it is today. It is central to civilization, just not as visible as it was during the late eighteenth and through the whole of the nineteenth century.
